ACTIVITY OF THE WORKING GROUPS

 

The first meeting of the Working Groups took place at Police Constable School “Septimiu Muresan” in Cluj-Napoca, between the 9th and 13th of July 2012.

The main goal of the first meeting of the Working Groups was to identify the area of interest.

Participants:

    • Working Group 1 (on Professional stress management): 1 psychologist from Germany, 2 psychologists from Hungary and 5 psychologists from Romania;
    • Working Group 2 (on Shooting tactics): 1 trainer specialized in shooting tactics from Germany, 1 trainer specialized in shooting tactics from Hungary and 5 trainers specialized in shooting tactics from Romania.

Along the first meeting Working Group 1 and Working Group 2 discussed and clarified some aspects and details about the research which will be developed within Work Package 3.

The Hungarian and German partners had the opportunity to get used with the Romanian Police weaponry within a workshop.

The partners from Germany and Hungary became familiar, as well, with the main characteristics of the legislative framework in Romania regarding the use of duty weapons.

The second meeting of the Working Groups took place at Police Constable School “Septimiu Muresan” in Cluj-Napoca, between the 23rd and 27th of July 2012.

The main goal of the second meeting of the Working Groups was to design the research.

Participants:

    • Working Group 1 (on Professional stress management): 1 psychologist from Germany, 1 psychologist from Hungary and 5 psychologists from Romania;
    • Working Group 2 (on Shooting tactics): 1 trainer specialized in shooting tactics from Germany, 1 trainer specialized in shooting tactics from Hungary and 5 trainers specialized in shooting tactics from Romania.

With the occasion of the second meeting of the Working Groups, based on the presentations done by the German shooting expert concerning the most important aspects of the study LEOKA (Law Enforcement Officers Killed and Assaulted) realized by FBI and also some short films that presented critical incidents during duty weapon using, some essential aspects were identified and discussed with a view to the research method.

During this meeting of the Working Groups, a Research Methodology and a questionnaire was elaborated by the two working groups. This is the main instrument of the research that is going to be implemented. The questionnaire has 69 questions, of which 57 closed questions and 12 open questions, and it was structured in 4 chapters, including the following dimensions of the problem:

    • Situation / operative context / mission;
    • Individual / Policeman related factors;
    • The action of shooting / tactic response;
    • Aggressor / suspect related factors.

The third meeting of the Working Groups took place at Police Constable School “Septimiu Muresan” in Cluj-Napoca, between the 20th and 24th of August 2012.

The main goal of the third meeting of the Working Groups was to processing data’s and analyzing duty weapon-using-cases from the Romanian Police database.

    • Working Group 2 (on Shooting tactics): 1 trainer specialized in shooting tactics from Germany, 1 trainer specialized in shooting tactics from Hungary and 5 trainers specialized in shooting tactics from Romania.

The qualitative analysis of the research (that is the analysis of the 73 cases of duty weapon using cases registered by the Romanian Police between January and July 2012) was mostly achieved within the third meeting of the working groups, while the completed questionnaires received by the end of the working week from the County Police Inspectorates were introduced in SPSS.
