REPORT ON WORKING GROUPS

THE FIRST MEETING – WORK PACKAGE 4

October, 8th-12th 2012, Cluj-Napoca, Romania

Work Package 4 aims to develop the operational framework regarding professional stress management and shooting tactics, based on the experience and good practices of the partner countries. This framework represents the base of the new Center of Excellence.

Within Work Package 4, the structure of the working groups is the following:

    • Working Group 1 (developing the Methodology): 1 representative from Germany, 1 representative from Hungary and 5 representatives from Romania;
    • Working Group 2 (developing the Manual): 1 representative from Germany, 1 representative from Hungary and 5 representatives from Romania.

Within the activities of Work Package 2 other participants are:

    • 1 Romanian expert in initial and continuous training;
    • 1 external expert, coordinator of the discussions.

The main goals of this first meeting of the Working Groups in Work Package 4 are to clarify the purpose, objectives, and structure of the main documents that will be drawn up and to elaborate part of the Methodology and of the Manual, respectively.

Mr. Stoica presented a synthesis of the stage at which the implementation of the project finds itself. Next, Mr. Gábor ÁDÁM, external expert, coordinator of the working groups, presented a proposal for the week’s agenda, which was approved by the participants.

The members of the two Working Groups tested the 5 laser pistols with which the simulator is equipped.

As a first activity of Working Group 1, the structure of the Methodology was discussed and established.

In parallel, with a view to preparing the elaboration of the training programs for the 2 basic courses, the two experts from Germany and Hungary from Working Group 1 identified and synthesized, based on the research report, the training needs for the training activities that will be organized as part of Working Package 5 and Working Package 6.

THE SECOND MEETING – WORK PACKAGE 4

Participants at the second meeting of the Working Groups

Within Work Package 4, the structure of the working groups is the following:

    • Working Group 1 (developing the Methodology): 1 representative from Germany, 1 representative from Hungary and 5 representatives from Romania;
    • Working Group 2 (developing the Manual): 1 representative from Germany, 1 representative from Hungary and 5 representatives from Romania.

Within the activities of Work Package 2 other participants are:

    • 1 Romanian expert in initial and continuous training;
    • 1 external expert, coordinator of the discussions.

The main innovative documents to be elaborated are:

    • The Methodology on identifying, monitoring and managing the professional stress risks and vulnerabilities (The Methodology);
    • The Manual regarding the training of the Romanian Police staff in the field of shooting tactics (The Manual);
    • The Curriculums for trainings in stress management and shooting tactics (The Curriculums).

The main goals of this second meeting of the Working Groups in Work Package 4 are the following:

    • To continue to work on the Methodology on identifying, monitoring and managing the professional stress risks and vulnerabilities;
    • To continue to work on the Manual regarding training of the Romanian Police staff in the field of shooting tactics;
    • To establish the training programs for the 2 basic courses regarding professional stress management and duty weapons using tactics;
    • To take pictures to illustrate the Manual;
    • To establish the selection criteria for teachers trained to teach professional stress management and duty weapons using tactics;
    • To establish the selection criteria for police officers trained in professional stress management and duty weapons using tactics;

The members of Working Group 2 continued to work on the technical aspects regarding shooting with duty weapons. The expert from Germany and the expert from Hungary started to elaborate those parts of the subchapter on shooting tactics which constitute the project’s innovation transfer.

The learning method during this five-day period, except for the psychological presentation, will be a presentation and explanation provided by the trainer, followed by repetitive exercises performed by the course attendants with their duty weapons, without ammunition.

Participants at the third meeting of the Working Groups

Within Work Package 4, the structure of the working groups is the following:

    • Working Group 1 (developing the Methodology): 1 representative from Germany, 1 representative from Hungary and 5 representatives from Romania;
    • Working Group 2 (developing the Manual): 1 representative from Germany, 1 representative from Hungary and 5 representatives from Romania.

Within the activities of Work Package 2 other participants are:

    • 1 Romanian expert in initial and continuous training;
    • 1 external expert, coordinator of the discussions.

The Curriculum will be developed by Working Group 3, which is composed of members of Working Group 1 and Working Group 2, plus the expert in initial and continuous training.

The main innovative documents to be elaborated are:

    • The Methodology on identifying, monitoring and managing the professional stress risks and vulnerabilities (The Methodology);
    • The Manual regarding the training of the Romanian Police staff in the field of shooting tactics (The Manual);
    • The Curriculums for trainings in stress management and shooting tactics (The Curriculums).

Mr. Stoica presented a brief up-to-date account on the activities carried out as part of the project since the last meeting of the Working Groups.

It was decided that the course would have a total length of 47 hours stretching over a period of 75/6 days. Of the 47 hours, 7 will be assigned for certain theoretical presentations, and 40 hours will be dedicated to practical exercises.

Given the fact that the Curriculum was finalized, the participants continued their activity inside Working Group 1 and worked on the Psychological Sheet (an annex to Methodology), and Working Group 2 worked on the Manual. Also, the structure of this form was redesigned so that it will not be necessary to use several Psychological Sheets for each trainee. The Methodology was re-read, completed, and corrected, until the document was brought to its final form.

During the time that was left, the members of Working Group 2 worked on the Manual, which was improved as far as both the text and the pictures are concerned.

The list of materials and equipment necessary for the TOT course was drawn up, the course will be organized between December 3-12.
